Tell me about the Google API Console

The Google API Console or Developers Console can be found at https://console.developers.google.com.  This console focuses on Google API management whereas Cloud Console (https://console.cloud.google.com) encompasses the entire Google Cloud Platform.  Google Maps Platform management pages are included in the API Console.
